US President BARACK OBAMA has signed into law his 787 billion dollar ($A1.2 trillion)
stimulus bill aimed at creating millions of jobs and boosting consumer spending.

The most far-reaching US economic legislation in years aims to reverse America's economic
freefall .. pumping money into infrastructure projects .. health care .. renewable energy
development and conservation.

And in his first major military decision .. OBAMA has approved the deployment of 17
thousand more troops to Afghanistan.

He says there's no more solemn duty as president than to send armed forces into harm's
way .. but they're needed to stabilise a deteriorating situation.

Bushfires Vic Killed (CANBERRA)

The Canberra firefighter who died in Victoria's bushfires last night was a professional
fireman with a young family.

The 58-year-old was killed at Cambarville .. east of Melbourne .. when a tree fell
on him .. the first firefighter to die in the ferocious fires that have claimed at least
200 lives.

ACT Emergency Services Commissioner GREGOR MANSON says the man was a full-time member
of the ACT Fire Brigade .. which makes the accident even more extraordinary.

Back on the frontline .. the fire at Wilsons Promontory on Victoria's southernmost
tip was whipped up by strong winds yesterday and is still causing crews the most concern
today.

Four fires are burning out of control across the state .. including the northern and
southern sections of the 220 thousand hectare Kilmore Murrindindi complex fires and the
Churchill and Bunyip fires .. but there's no current threat to communities.



Bushfires Vic Macklin (CANBERRA)

Centrelink has paid out almost 13 million dollars in emergency payments to victims
of the Victorian bushfires.

The agency was criticised last week for delaying payments to those who were unable
to provide sufficient forms of identification.

Federal Families and Community Services Minister JENNY MACKLIN says they're now swinging
into income recovery subsidies for people who can't work while they try to rebuild their
lives.

She says Centrelink's also being kept busy providing income support to victims of the
north Queensland floods .. and is looking at what assistance may be needed for flooding
victims in northern NSW.



Rain NSW/Floods (SYDNEY/BRISBANE)

The heavy rain's finally easing in the north of Queensland and New South Wales .. but
whole communities remain stranded.

In NSW .. Premier NATHAN REES says severely flooded areas on the state's mid-north
coast could join rain-sodden Bourke in being declared natural disaster zones.

The SES says more than four thousand people are still isolated by floodwaters along
the Bellinger River .. and Emergency Services Minister STEVE WHAN's touring the area to
assess the situation.

In Queensland .. the Australian Defence Force is having another go at delivering a
water purification system to the flooded Gulf of Carpentaria community of Karumba today.

Karumba's surviving on bottled water and a limited town water supply after the main
water pipeline burst six days ago.

And there'll be fodder drops worth up to three million dollars for thousands of cattle
stranded in the Gulf .. with the flood zone between Croydon and Normanton a priority.

Workplace Unions (SYDNEY)

Unions will call for amendments to the Fair Work Bill at a Senate hearing being held
in Sydney today.

Unions NSW secretary MARK LENNON has welcomed the bill that'll rewrite Australia's
industrial laws and supercede the Howard government's controversial Work Choices.

But he wants it amended so not all workers are required to be part of the national
system .. at the cost of conditions like access to arbitration in a dispute with an employer.



RBA Edey (SYDNEY)

A senior Reserve Bank official says the impact of the global recession on Australia
will be worse than the downturn of the early 1990s.

Assistant governor of economics MALCOLM EDEY says economic weakness in Australia's
major trading partners like Japan means the local economy is more linked to the financial
crisis.

He's told an economic conference in Sydney .. 2009 is shaping up to the global economy's
most difficult year since World War Two .. but Australia's better placed than other countries
to ride out the crisis because our financial system's in better shape.



US Auto GM (DETROIT)

Holden's US parent company General Motors says it may need up to 30 billion dollars
in US government loans .. as it implements a survival plan that includes cutting 47 thousand

In America .. two homeless men have pleaded guilty to the horrific San Diego beach
bashing of Aussie surfer ROBERT SCHNEIDER a year ago.

After plea deals .. DAMIAN MAPLE and FRANCISCO ANTONIO MONTOYA will serve 14 years

NRL boss DAVID GALLOP has put the brakes on Wests Tigers star BENJI MARSHALL's hopes
of playing rugby union in Japan.

GALLOP says the NRL will not allow MARSHALL to play in Japan without finalising a new
deal with the Tigers and then re-signing for the club when he returned early next year.

MARSHALL is off contract at the end of the season and had hoped to supplement his income
with a lucrative spell in Japan in the 2009 and 2010 offseasons.

GALLOP says he can't see how it would be in league's best interests to allow a star
player to play for one of the sport's competitors.

SYDNEY, Dec 7 AAP - Orica should not have waited two days to tell the NSW Health Department
about a chemical leak at one of its plants, a company representative has told an inquiry.

James Bonner, head of Orica's crisis management team, said he was charged with dealing
with the aftermath of the August 8 leak near Newcastle.

He told a NSW parliamentary inquiry in Sydney a decision was made on August 9 to carry
out a door-knocking campaign informing nearby Stockton residents.

"We chose this as it was a personalised and targeted approach," he said on Wednesday.

"We did not want to cause widespread or unnecessary public alarm.

"We were also keen to ensure the information shared was accurate and consistent."

Orica has come under fire for waiting until the day after the leak to notify the Office
of Environment and Heritage (OEH) of the leak, and waiting two days to notify NSW Health.

Mr Bonner said a decision was made during the August 9 meeting to inform the Health
Department about the door-knocking campaign, and therefore the leak, but this did not
happen until 11.15am the next day.

The inquiry heard an OEH official had asked if the Health Department had been notified
of the incident on Tuesday morning, but Mr Bonner said this was not considered to be a
direction.

"If Orica had been directed by the OEH to notify the NSW Ministry of Health ... I would
have ensured that without hesitation that this contact happened promptly," he said.

The Health Department was eventually informed after the OEH broached the issue again,
the inquiry heard.

"It is regrettable," Mr Bonner said.

"There was a lot going on ... we wish we had done it earlier."

The inquiry is continuing.

NSW:Maritime workers to decide on Oprah strike

SYDNEY, Dec 13 AAP - NSW Maritime workers locked in a pay dispute are yet to decide
on possible action which they say would disrupt filming of the Oprah Winfrey Show in Sydney.

Unions are due to hold discussions at 10am (AEDT) on Monday about whether they will
stop work for 24 hours after wage negotiations with NSW Maritime broke down.

If the action goes ahead, workers will not deploy the buoys necessary to ensure the
exclusion zone at the Opera House remains in place during the filming of the two shows
on Tuesday.

Paul McAleer, Maritime Union of Australia Sydney branch secretary, said the exclusion
zone and safety of the harbour will be compromised if the action goes ahead.

The workers are seeking a 15 per cent wage increase over three years and an improvement
in worker conditions.

NSW Maritime deferred negotiations several times last week, despite having government
approval for a wage offer and to negotiate on conditions, Mr McAleer said.

ATHS:Big challenge for Pearson

MELBOURNE, Aug 5 AAP - Olympic silver medallist Sally Pearson will take another major
step in her return from injury when she tackles five of the six fastest 100m hurdlers
in the world this year at the Diamond League meet in Stockholm on Friday (Saturday morning
AEST).

After suffering a back injury in the buildup to last year's world championships, Pearson
raced only sparingly in the first six months of 2010.

The Australian announced her return to the big stage with a solid third-place at last
month's Diamond League meet in Monaco in 12.76 seconds - her fastest time of the year.

The loaded field for Stockholm includes Americans Lolo Jones, Queen Harrison and Ginnie
Crawford and Canadians Perdita Felicien and Priscilla Lopes-Schliep.

The Canadian duo went 1-2 at last weekend's national championships in Toronto, although
both intend to skip the October 3-14 Commonwealth Games in New Delhi, where Pearson will
be among the gold medal favourites.

Jones leads the 2010 world list with a fastest time of 12.55.

Craig Mottram, the 2005 world championships bronze medallist, will not contest the
5000m in Stockholm despite earning an invitation into the elite-level event.

Mottram is still feeling his way back into the sport after a long layoff with a serious
Achilles injury and has decided he would be better served by running at a lower-profile
meet.

"Craig ran a nice 3K race in Watford the other night, but not at the level where you'd
have to be to jump right in at Stockholm," said Mottram's coach Chris Wardlaw.

"We're looking at another race in the next week or so, it could even be this weekend at 5K.

"He's fit and well, but he's had a long time out so we're not rushing anything."

Collis Birmingham will fly the Australian flag in the 5000m in the Swedish capital
against the likes of Diamond League race leader Imane Merga of Ethiopia and Qatar's James
Kwalia C'Kurui.

The other Australians in action in Stockholm are Jarrod Bannister in the javelin, Youcef
Abdi in the 3000m steeplechase and Ben Offereins in the men's 400m.

The javelin is traditionally considered one of the blue-riband events in Scandinavia,
with Bannister's toughest competition likely to come from Finland's Tero Pitkamaki and
Norwegian Andreas Thorkildsen, the two most recent world champions.

The biggest event of the night will be the men's 100m, where world record holder Usain
Bolt will take on American arch-rival Tyson Gay.

But some of the gloss was taken from the race when Jamaica's other sprint superstar
Asafa Powell was forced to withdraw with a groin injury.

"I am absolutely devastated," Powell said.

"I was really looking forward to the race against Usain and Tyson.

"This year I have been running very well and I was hoping that I would be in the race
with a solid chance to win, but with the way my back and legs have been feeling I know
it would be difficult to even finish the race."

CANBERRA, Dec 23 AAP - Potential home buyers have become more canny with their money
because of the economic downturn, searching for cheaper and smaller homes further from
city centres, a new survey has found.

Research by Bankwest-Mortgage and Finance Association of Australia (MFAA) found that
nearly half (47.9 per cent) of first time buyers are now looking to purchase a cheaper
property than they originally intended to break into the housing market.

"The financial crisis has changed the aspirations of home buyers, effectively downsizing
the great Australian dream," MFAA CEO Phil Naylor said, releasing the findings on Wednesday.

About a third (32.3 per cent) of the 850 people surveyed said they were looking for
a smaller property, while 24 per cent were seeking out an older property rather than moving
to a new home, and 31.3 per cent said they were looking for properties further from city
centres.

"While Australia has the largest new home sizes, it seems first time buyers are turning
their back on the McMansion dream," Mr Naylor said.

"(They) are looking at buying a home instead of a super-sized property that makes a
statement about their lifestyle or prestige."

The survey also found 43.8 per cent of first time buyers are toning down their lifestyle
and putting money aside in case the economy deteriorates.

"In contrast to claims that first time buyers are likely to default on their loans
as interest rates increase, these figures suggest ... people are more strategic than they
are given credit for," Bankwest head of mortgages Dean Gillespie said.

Just over two thirds (67.2 per cent) of renters say renting is too expensive and 40.3
per cent they feel stuck in a rental rut.

Only one in five renters said they were happy to keep renting so they could maintain
their current lifestyle and avoid sacrificing home size, location and proximity.

"Some renters seem perfectly happy to continue renting, but they are clearly still
in the minority," Mr Gillespie said.

Dr CANAVAN .. a Sunshine Coast sports physician .. had planned to raise money for the
School of St Judes in Tanzania .. after learning about the school through a patient ..

whose granddaughter was the school's founder .. GEMMA SISIA.

Ms SISIA says the St Judes community's devastated to hear of the death of Dr JUNE and
they're saddened that such a passionate and energetic woman has lost her life so suddenly.

Mr GRACIE's wife LAURIE described her husband as a loving father to their adult sons
.. DYLAN and CONRAD .. a great boss to his employees .. a person who gave his time to
the coast's surf lifesaving and Buddhist communities .. and above all .. her soul mate.

Ms GRACIE says they met at 15 and have been together ever since.

Vic: Prisoner escapes from secure hospital

A dangerous prisoner serving time for attempted murder is on the run .. after escaping
from a high security hospital in Melbourne.

Police have launched a manhunt for PETER EVANS who escaped on Wednesday during a medical
appointment at the Austin Hospital in Heidelberg .. in Melbourne's north-east.

The 42 year old's been a patient at the Thomas Embling prison psychiatric hospital
at Fairfield since 1998 .. serving a 25-year sentence for attempted murder.

Police say EVANS was last seen wearing a grey singlet with a Puma logo on the chest
.. board shorts and grey runners.

However police believe he's now changed his outfit at a second-hand clothing store.

SYDNEY, Aug 31 AAP - Australia's largest Paralympic team to compete abroad leaves for
Beijing tomorrow.

With the sporting powers of China, Great Britain and the US in their sights, the team
of 170 disabled athletes will compete at the Paralympic games from September 6.

Prime Minister Kevin Rudd's wife, Therese Rein, and parliamentary secretary for disabilities
and children's services, Bill Shorten, will give the athletes an official send-off at
Sydney International Airport.

"Our team of inspirational athletes are very well prepared for the tough competition
they have ahead of them in Beijing," Mr Shorten said.

The athletes, including 11 guide runners and cycling pilots for the sight impaired,
will compete for a share of the 472 medals up for grabs at the Games.

Sport Minister Kate Ellis said Australian Paralympians had collected 908 medals from
Paralympic competition in the past 48 years.

"This is the largest ever Paralympic team to compete overseas and I am greatly looking
forward to celebrating their success in Beijing," Ms Ellis said.

"Every Australian state and territory will be represented."

The Paralympic team will be accompanied by 121 officials.

CANBERRA, Dec 21 AAP - New restrictions on online chatrooms, websites and mobile phone
content will be introduced within a month to stop children viewing unsuitable material.

From January 20 new laws will be in effect, imposing tougher rules for companies that
sell entertainment-related content on subscription internet sites and mobile phones.

It is the first time content service providers will have to check that people accessing
MA15-plus content are aged over 15 years and those accessing R18-plus and X18-plus content
are over 18.

The Australian Communications and Media Authority (ACMA) will be able to force content
providers to take down offensive material and issue notices for live content to be stopped
and links to the content deleted.

But ACMA chairman Chris Chapman said adults will not be affected by the new laws.

"In developing these new content rules, ACMA was guided by its disposition to allow
adults to continue to read, hear and see what they want, while protecting children from
exposure to inappropriate content, regardless of the delivery mechanism," Mr Chapman said
in a statement.

Providers of live services, such as chatrooms, must have their service professionally
assessed to determine whether its "likely content" should be restricted.

Personal emails and other private communications would be excluded from the new laws
and so would news or current affairs services.

NSW: Union boss warns federal candidates off amalgamation

SYDNEY, Aug 16 AAP - A leading union figure has warned federal Labor candidates not
to criticise Queensland Premier Peter Beattie over council amalgamations.

Australian Workers Union national president Bill Ludwig said federal Labor had been
"spooked" by the amalgamations which could cost the party key seats in the upcoming election,
The Australian newspaper reports.

New Queensland legislation has reduced the number of councils to 72.

"I don't think we're going to lose one vote over this," Mr Ludwig told The Australian.

"It's not worth worrying about. We will win government with or without this amalgamation
business."

The Australian reported Mr Ludwig had told his Right faction federal candidates in
Queensland not to support Coalition attacks on Mr Beattie over the amalgamations and to
"pull their heads in".

Labor leader Kevin Rudd has pledged to continue opposing the plan.

"Mr Beattie has got it wrong when it comes to compulsory amalgamations," Mr Rudd said.

The situation is forecast to increase tension between Mr Ludwig, a supporter of former
party leader Kim Beazley, and Mr Rudd.

WA: Woman dies after jumping out of moving car

PERTH, Feb 16 AAP - Police are investigating why a woman jumped to her death from a
moving vehicle in Western Australia's far north.

The 32-year-old woman was in a Toyota HiAce campervan returning to Wickham, about 1,600km
north of Perth, after a fishing trip when the incident occurred, police said.

The car was being driven by a 40-year-old man and the woman was in the front passenger
seat, while two other women were also passengers in the van.

Police said the HiAce was travelling between 50km/h and 60km/h when the woman opened
the front passenger door and jumped out.

She suffered head injuries and was taken to hospital at Karratha, about 40km south-west
of Wickham, and later airlifted to Perth.

The woman died from the head injuries in the Queen Elizabeth II Medical Centre yesterday morning.

But he's told the Macquarie Radio Network .. the decision on whether they march should
be left to the RSL.

New South Wales RSL president DON ROWE has warned .. the Anzac Day march could die
out as more World War II diggers approach their 90s .. unless new marchers are admitted.

But some veterans' groups .. including the Rats of Tobruk Association .. say it'll
ruin the meaning of the day to have children and non-veterans marching.







Mr BEAZLEY says relatives should be able to wear the war medals on Anzac Day as long
as they follow the proper protocol .. and pin them on the right hand side of their chest.

As I am sure you have read, the new Illinois budget is going to have an affect on the casino in Aurora that will have an impact on employment in town. Below is an open letter to the governor and the state legislature regarding the new budget.Dear Elected Official:As I am sure that some of you have never been to Aurora, let me fill you in on a few details. Aurora is the second largest city in the state of Illinois. It is a microcosm of this country in terms of race, religion, ethnicity, and economic status.

In short, there are good and bad things in this city. Ten years ago, Hollywood Casino opened and has become our largest employer with over 1,500 tax-paying employees. A year ago, a beautiful new building opened with promise of a new hotel to help with the revitalization of our downtown. A few months ago, a new company purchased the casino, investing their owners dollar's in the state of Illinois. Now these owners are being punished for being successful with the highest tax in the nation imposed on them.

To be able to make any return on their investment, the owners are laying off people. These people have to go home and tell their spouse and children that they no longer have a job since the casino has been taxed to its death. There will be no further expansion either.

So, hopes for construction workers becoming employed and hopes for people to work in a beautiful new hotel are dashed. These people will continue to remain unemployed, and, along with those laid off, a financial burden to the working men and women of this state.

If you voted against this new tax, you are still responsible to the people of this state. Work on repealing this tax when you get back in session. If you voted for this tax, help us with this answer. When a child of a laid off parent asks for a new bicycle this year for their birthday, how do they answer it?

"Financial mismanagement of previous administrations has caused the current legislative body to tax my company so they can no longer be successful, therefore they don't want me any more. So I don't have any money to get you that bike that you want. I have to stop my spending so they can continue with their spending. I am sure that you understand."

As an elected official, I am sure that part of your campaign was more jobs for the state. You lied. We will remember at the next election.

Transportation and logistics companies must become shrewd investors when it comes to technology initiatives, according to Patrick Brady, senior vice president of sales and marketing at Consolidated Freightways.

"Internet technology continues to deliver an array of intriguing opportunities to the business-to-business marketplace," Brady said at a forum sponsored by the Council of Logistics Management (CLM), an association of supply chain management professionals. "But the challenge for transportation and logistics companies is not discovering good ideas. Instead, the real challenge is determining the technology and eBusiness tools that have the most long-term benefits."

Speaking at the CLM Annual Conference here last month, Brady laid out a vision and policy that was contrary to that of many transportation and logistics companies that participated in the conference. Some 5,000 registrants attended.

"Consolidated Freightways has adopted a web strategy that focuses on serving the specific needs of existing core customers," Brady explained. "We call this policy `Keeping Technology Relevant,' which is executed through a structured business model that directs and guides our technology investment strategy."

The CF Technology Model

"The purpose of the model is to identify specific technology, eBusiness tools and software applications that CF will bring to market," explained Brady, noting that the model has three primary components.

"First, we look at how the technology will build and improve our working relationships with core long-haul customers," he said. "Next, we pursue technology that can generate revenue, such as applications that might open doors to accounts that have traditionally been expensive to serve."

Cost savings is the third part of the equation. "We invest in business processes, transactions, applications and eBusiness tools that can migrate to the Internet," Brady explained. "These web-based, self-serve applications are now delivering efficiencies and cost savings for both customers and our company."

Brady detailed CF's "Keeping Technology Relevant" business model in remarks to delegates attending a seminar entitled "Asset-based Carriers in an eCommerce World," hosted by NIT League President and COO Edward Emmett. Representatives of Freightwise.com, Yellow Freight and Federal Express participated in the seminar.

Brady warned his colleagues against adopting technology policies that attempt to be all things to all customers. He pointed out that there are major operational and structural differences between asset-based carriers and companies that either market on-line freight services or operate in traditional small-package markets.

"Web sites targeted at consumers need different technologies than business-to-business web sites," Brady asserted. "So our business model leads us away from technology used in many business-to-consumer environments. Instead, we favor heavy investment in eBusiness tools and related business-to-business applications."

B2C Different Than B2B

According to Brady, the Internet has broadened many consumer and retail markets. But in the business-to-business sector, the Internet has actually caused a narrowing of market focus.

"Transportation carriers and logistics companies operate well outside the retail environment," he explained. "We're finding Internet use by our clients to be highly specific. We're not creating a bigger market. Instead we're using the Internet to add value to our service."

Brady explained that CF's core customers continue to seek more and more specialized and customized services -- applications that apply to their particular needs and businesses.

"This vigorous demand from our customers has helped drive CF's corporate strategy to pursue technology that most directly impacts customers -- the policy we call `keeping technology relevant'."

The CLM Annual Conference is attended by senior level managers in the trucking, rail, maritime, and logistics industries throughout the U.S. Brady was asked by CLM to participate in the seminar that would "look into the crystal ball" of how technology will influence carriers and related supply chain initiatives.

Australians will be able to obtain the details of graves of 1.7 million members of the British Commonwealth forces who have died during the two world wars through a new Debt of Honour Register on the Internet.

The Debt of Honour Register has been established by Commonwealth War Graves Commission which is based in Britain.

"A very important part of Australia's history was written on the battlefields of many conflicts this century - 101,285 Australians were killed in the two world wars alone," the Minister for Veterans' Affairs, Bruce Scott said.

"Today more people are taking the trouble to find out more about those who made the supreme sacrifice and the Commonwealth War Graves Internet site, in conjunction with the French Department of the Somme Internet site, will provide easy access to information about them," Mr Scott said.

The database makes it possible to identify the exact location by cemetery plot or memorial panel where any given name is commemorated. Details of 60,000 civilian casualties of World War II are also recorded.

"The Federal Government's four-year commemorative activities program, Their Service - Our Heritage has already raised awareness of the part Australian men and women have played in the defence of freedom in many parts of the world.

"The Government is determined that by the centenary of Federation in 2001, the entire community will have been given the opportunity to reflect upon the key role of all servicemen and women during the past hundred years," Mr Scott said.

The Commission, under the title of the Imperial War Graves Commission, was established by Royal Charter on May 21, 1917 and casualty details from World War I were stored on card indexes which were eventually compiled into some 1,500 registers.

After World War II, more than 600,000 names were added to the records.

The cemeteries and memorials where these names are commemorated in perpetuity are located in 150 countries. A number of war cemeteries in Australia and the South Pacific are maintained by the Office of Australian War Graves on behalf of the Commonwealth Commission.

In France, the Department of the Somme where some of the fiercest battles of World War I took place has also opened an Internet site to help relatives of British and Allied troops who died in combat on French ground trace their place of burial. It is linked to the Commonwealth War Graves site.

New guide looks to address corruption woes.

Members of Lebanon's business community gathered for lunch at Le Gray Hotel in Downtown Beirut Thursday for the launch of the book "Advancing Corporate Governance in the Middle East and North Africa: Stories and Solutions," released by the Center for International Private Enterprise. The event was hosted by the Institute of Directors, with the keynote address given by Connelly.

The new guide explains how to draft a corporate governance code, a family constitution, a code of conduct, a whistle-blowing procedure, form an audit committee of the board of directors, and form a nomination committee for the board of directors. Two Lebanese companies, the engineering company Butec and Commercial Insurance Company SAL, are featured in the book as examples of good corporate governance.

"It is encouraging to see Lebanese companies featured in such a regional survey [guidebook] and the IOD is looking forward to working closely with many more of you who wish to improve corporate governance structures and procedures," said IOD chairman Fadi Saab.

Although the guidebook is the creation of an American organization, the speakers at the event stressed that it was the Lebanese who were interested in improving transparency in their system.

Connelly said she repeatedly hears the same questions from Lebanese: Why do you have to rely on wasta to survive? Why do so many talented Lebanese have to go abroad to find work? Why isn't there 24-hour electricity? Why doesn't Lebanon have adequate Internet?

Indeed, the creators of the guidebook hope that their project will help solve some of these problems.

CIPE program officer Amy Thornberry noted that transparency could in fact make businesses more competitive by increasing meritocracy in a region where the status quo has long meant that those with family and political connections typically have a great advantage over those without.

"With political transitions spreading across the region, the importance of good governance and transparency in the public and private sphere has never been more important. United States Senator Charles E. Schumer, at the 4th Annual Internet Week Conference today, set out an ambitious goal of seeing New York City surpass Silicon Valley as the high tech center of the United States. In his keynote address at the conference, Schumer asked Mayor Bloomberg and Governor Cuomo to join him in creating a working group with leaders from the high tech, financial services, real estate, media, and medical research fields to help meet this 25-year goal through a public-private partnership. By some measures, the New York metropolitan region actually has more workers in the high tech industry than any other region in the country, employing 300,000 people with nearly 22,000 firms classified as technology companies. Schumer pointed to the financial and business services industries that have been leaders in technology development, and pointed out specifically that JP Morgan Chase had more actual programmers working for their company than Microsoft.

Schumer also threw his support behind Mayor Bloomberg's plan to attract a top-notch applied sciences school as vital to meeting the goal of establishing New York as the country's foremost technology hub in the next 25 years. Schumer noted that if the applications are of exceptionally high quality, the City should double-down and choose two winners, one focused on providing graduate level engineers across fields and one focused on undergraduate engineering and applied sciences to capture talent at every stage of its development.

Pointing to successful projects like the Alexandria Science Park, where firms like Eli Lilly, Pfizer, and Imclone are working, and the Brooklyn Army Terminal's Biobat incubator, as an example of strategic and targeted investment, Schumer said that we need to do a better job of bringing together New York's biotech sector and venture capital to support it. Despite being the nation's leading financial center, New York's biotech industry has not been a focus of New York venture dollars. Guard Leaders, Lawmakers, Defense Officials to Mark National Guard Birthday.

Members of Congress and Pentagon officials will join National Guard leaders on Capitol Hill tomorrow evening (Dec. 10) for a special cake-cutting ceremony and reception to commemorate the Guard's 373rd birthday.

Hosted by NGAUS, the event is set for the Rayburn House Office Building Foyer from 5 to 7 p.m. It will celebrate the founding of the nation's oldest military organization.

Soul seeks synergies in TPG.

Mar 24, 2008 (The Australian Financial Review - ABIX via COMTEX) -- SP Telemedia expects to improve its results with synergies from its acquisition of TPG Holdings. The Australian telco, which trades as Soul, has reported revenue of $A202.7 million for the six months to 31 January 2008, a fall of 2.1 per cent. Net profit was $A2.53 million, down from $A4.64 million. SP Telemedia expects its shareholders to support the proposed $A221.5 million acquisition of internet service provider, TPG. It said that the synergies will increase shareholder value.

Sep. 29--Football and finance do not always go together. Just ask Millwall fans how their shares are performing.

Manchester United, as ever, could be the exception that proves the rule. Of the seven brokers polled for the most recent Multex Estimates report, three said "buy" and four said "hold" -- an overall consensus rating of "buy", based on the strength of each individual rating.

With final results due any day, United will once again be in the spotlight. So what can investors expect?

Consensus numbers from these seven brokers indicate expected revenue of UKpound 229 million (euro366 million), up 8 percent year-on-year; earnings before interest and tax of UKpound 49.6 million (euro79.3 million), up nearly 62 percent; and pre-tax profit of UKpound 48.5 million (euro77.6 million), up 40 percent. All this despite the club's failure to win a single piece of silverware last year.

Importantly, the club is once again in the Champions League and, with two successive wins, its progression to the second-group stage looks assured. Merrill Lynch has already placed a "buy" rating and 150 pence price objective on the shares, based on the assumption that United does not progress beyond this first league stage of the competition.

"Once any success on the pitch actually takes the club further than this, we will upgrade accordingly," it says.

Merrill estimates that the club again reaching the semi-final stage of the Champions League would add UKpound 8 million-UKpound 10 million to the bottom line from the extra gate money involved, combined with additional television revenue. But it has a word of warning. The 150 pence price target is dependent on future on-pitch performance, in particular continued qualification for the Champions League. But, with a price target reflecting 60 percent upside potential, that is hardly surprising.

Dresdner Kleinwort Was-serstein ("hold") is more cautious. The new Champions League TV deal for qualifying UK clubs looks positive. The UKpound 80 million (euro128 million) fee is a 23 percent increase on last season's figure, albeit incorporating more games.

This augurs well for the next Premiership TV rights deal, due next year. While the value of domestic rights "will undoubtedly fall", DKW says, the value of ancillary rights should increase in favour of the big clubs. Internet rights, for instance, will become available for the first time and United's 50 million global fan base presents a real opportunity. But DKW says: "Let's wait and see."

New Data from J. Tao et al Illuminate Research in Algorithms.

"The flow and congestion control methods based on one-shot game model with non-cooperative game theory can explain the non-cooperative behavior of Internet users. However, the low efficiency of equilibriumn solutions affects their utility," investigators in Nanjing, People's Republic of China report.

"Here the behavior of flow and congestion control based on infinitely repeated game models is addressed; the repeated and infinitely repeated flow and congestion control game model is presented; the existence and optimization of the Nash equilibrium point are proved; the discount factor in repeated game is discussed; the punishment and threat strategy to users' misbehavior is studied in N-users infinitely flow control game; the punishment restrictive method of users' behavior is designed in infinitely and finitely games; finally, a flow control algorithm based on repeated game, FCAR, is provided based on the conclusions of repeated game model. The results of experiment and simulation show that FCAR algorithm could regularize and restrict users' misbehavior effectively," wrote J. Tao and colleagues.

The researchers concluded: "FCAR algorithm can also make non-cooperative Internet users achieve cooperation in order to optimize the utility of the whole flow and congestion control system."
